ERP system advisory and procurement support for Surrey County Council

The customer

Surrey County Council is responsible for providing vital public services such as transportation, road management, waste management, social services, and education. Strategic planning, effective decision-making, and innovative solutions are essential components in the council's efforts to enhance the well-being and elevate the quality of life for the residents of Surrey.

The challenges

Faced with the threat of discontinued support from its current ERP system supplier, as well as the requirement for extensive hardware upgrades, Surrey County Council had to embark on a major ERP system upgrade to mitigate rising maintenance costs and align with its future goals.

 

The solution

Initially, our team was brought on board to offer guidance to Surrey County Council on various strategic ERP options and to construct a financial model in order to bolster the business case.

After the successful completion of the first phase, our team was further engaged to produce requirements, outline specifications, and to assist to the council throughout the procurement process. The different stages of the project have been detailed below:

Strategic options: We navigated the directors of the council's key departments through the complex ERP systems landscape by conducting an analysis of the available options based on the financial impact, qualitative enhancements, and potential business disruptions.

Business case: Once we had presented the strategic options to the programme board, our team developed a robust financial model to underpin the business case. We worked hand in hand with the finance and IT departments to integrate internal and external resources, along with detailed hardware and licensing requirements.

Specifications: We aligned the council's business requirements across Finance, HR, Procurement, and Payroll through a series of informal workshops with key users. Once refined, these requirements formed the foundation of the functional and non-functional specification.

Procurement support: We provided specialist input into the procurement process by determining the evaluation criteria, building an evaluation matrix, creating agendas for supplier presentations and facilitating supplier presentations and moderation sessions.

 

The result

Upon successful completion of a comprehensive OJEU procurement process, the council was awarded the contract for a new ERP system. Our deep knowledge and understanding of the ERP market and the local government sector helped the council determine a solution that would meet their future requirements.
