Business case development for Leicestershire Building Control Partnership
The customer
The Leicestershire Building Control Partnership (LBCP) represents a unified alliance of six local councils in Leicestershire, UK. Its core mission is to deliver a building control service to local authorities that guarantees construction projects comply with safety protocols and uphold industry standards.
The challenges
The Leicestershire Building Control Partnership required a clear and evidence-based business case document to offer decision-makers insight into the advantages of implementing a shared service throughout Leicestershire.
The solution
Our team was tasked to create a comprehensive business case for the Leicestershire Building Control Partnership, to guide them towards a formal shared service model. Additionally, we developed a detailed business case document.
Initially comprised of five local authorities, the partnership welcomed a sixth member during the business case development phase. Our approach had to consider the diverse needs of stakeholders, financial projections, non-financial benefits, and potential risks and challenges.
The result
Following the successful approval of the business case, it underwent a thorough review by all council cabinets for final approval, leading to the official launch of the new shared service on 1st April, 2022.
